Identification and Prioritization of Socio-educational Needs: A participatory diagnosis from university extension

Abstract

This research addresses University Outreach as a mechanism for socio-educational intervention, highlighting the existing disconnect between Higher Education Institutions and their surrounding communities. The objective was to identify and prioritize the socio-educational needs of communities near the National University of Education in Ecuador through a participatory assessment, in order to guide institutional action. Methodologically, a qualitative study with a descriptive-interpretive scope and a phenomenological approach was conducted in the provinces of Azuay and Cañar. Four hundred and fifty stakeholders participated, including teachers, educational authorities, and community leaders, through focus groups, interviews, and document analysis. The information was processed inductively using specialized software. The results allowed for the categorization of needs into five areas: institutional management and intersectoral collaboration; pedagogical-curricular management and teacher/student development; socio-community and family conditions; inclusion, diversity, and socio-emotional well-being; and socio-economic and employment conditions. The findings reveal a diversity of socio-educational problems, where communities demand support that goes beyond economic assistance. It is concluded that these problems are not limited to material deprivation and that the university must become a mediating actor that, through participatory diagnosis, facilitates critical reflection and democratic management so that local stakeholders can assume shared responsibility for their challenges.

Raquel Stefania Mendoza Ureta, Universidad Nacional de Educación

She holds a Bachelor's degree in Basic Education and a Master's degree in Educational Communication. She teaches at UNAE and directs the community engagement project "CReSer: Commitment, Responsibility, and Service" at the same institution. She served as a teaching assistant in the community engagement area at UNAE (April 2021–September 2024). She is the author of chapters and articles based on community engagement experiences and outcomes.

Edwin Bolívar Peñafiel Arévalo, Universidad Nacional de Educación

He holds a Bachelor's degree in Basic Education and a Master's degree in Educational Research, as well as a Master's degree in Educational Management and Leadership. He is a Professor at the National University of Education of Ecuador (UNAE) and Co-director of the UNAE's R&D&I group "Episteme: Philosophy of Education, Science and Technology." Previously, he worked as a teaching and research technician in the Community Engagement area at UNAE (April 2021–February 2025). He is the author of book chapters and articles based on his community engagement experiences and findings.

Specialist in Development Projects and Fundraising, Master's in Neuropsychology and Education, Master's in Early Childhood Education. Director and member of Community Engagement projects. Editor of the Community Engagement journal Mamakuna. Member of the University's Governing Council (June 2023 - December 2025).
