Abstract

This article describes the findings of a study conducted in the Guadalajara Metropolitan Area (AMG), Jalis
co, Mexico, between 2012 and 2025. The study examines the conditions for generating and mobilizing knowl
edge to strengthen the capacity of competent human talent in drug-related care within Mexican public uni
versities, aiming to contribute to meeting the challenges of social innovation in public policy on this issue. The
study utilizes information gathered from multisectoral university outreach projects promoted by the Univer
sity of Guadalajara through the University Center for Economic and Administrative Sciences (CUCEA) and the
Famimundo Institute. This work identifies and analyzes conditions related to organizational and human dy
namics that challenge the development of public policies to improve the capacity to respond to drug-relat
ed issues (social innovation). As a groundbreaking study in a relatively unexplored field, it represents a sig
nificant contribution to university outreach, policy, and social innovation within the public university setting.
