Definition of neighborhoods in transformation. Procedures for the intervention in them
Abstract
The article that is presented is the result of research work, from the cultural perspective of the content of the university extension. The state university has to prepare and advise public administration managers to work in the neighborhoods that might be considered vulnerable. The article’s objective is to introduce a new term to classify the neighborhoods that are assisted by the government: neighborhoods in transformation and to share the intervention procedures that are applied in Artemisa Province, under the principles of the popular participation from local government, interrelated with the development of leadership and innovation values. The methods of Analysis-synthesis, Induction-deduction and the Modelling were used, these provided theoretical conclusions that were included in the definition that is presented here. These methods also modeled contextualized procedures. For the diagnosis and the transformation of current practices, documental analysis, interviews, questionnaires, observation and group meetings were used. The new term implies a positive, inclusive essence that impels human development, expressed in people and the environment. This procedure is logical, with scientific sequences that favored the improvement of the quality of the population's life in Artemisa Province. Group satisfaction index was assessed through enquiries to users.
